Rate: Rate is a ratio that compares 2 quantities of different units.

Proportion:An equation that says that two ratios or two rates are equal.It can be written in fraction
form as 1/4=4/16 or in ratio form as 1:4 = 4:16.

1.Does this seem fair? No its not fair because he might die in 2027 because his age is 54 and 15 years is 2027 he cant make it until 2027 because no one visits him or gives him food and if he still gets out alive he still might rob the bank again and gets arrested again and  his still homeless.
